Special Immigration Measures for Ukrainian Nationals in Canada
Canada's special measures for Ukrainians fleeing the war — including the Canada-Ukraine Authorization for Emergency Travel (CUAET) and ongoing temporary resident pathways — remain among the largest immigration responses in the country's history.
This resource explains the immigration measures available to Ukrainian nationals in Canada and those wishing to come to Canada as a result of the ongoing war in Ukraine — including the status of the CUAET program, current temporary resident options, and pathways available to those already in Canada.
Canada has welcomed hundreds of thousands of Ukrainians since the Russian invasion in February 2022. While the initial emergency CUAET pathway is no longer accepting new applications, Ukrainians already in Canada continue to have access to specific options for extending their stay, working, and studying — and Canada continues to offer protection and resettlement pathways.
- The initial CUAET (Canada-Ukraine Authorization for Emergency Travel) program is no longer accepting new applications — it closed to new applicants after the initial intake period
- Ukrainians already in Canada who arrived under the CUAET or other temporary pathways may still be eligible to extend their status through IRCC
- Open work permits remain available for eligible Ukrainian nationals in Canada, providing authorization to work for any employer
- Fee waivers and expedited processing continue to be available for certain Ukrainian applications
- Ukrainians who wish to remain in Canada permanently may explore permanent residence pathways including Express Entry (if eligible) or provincial nominee programs
